Judging by the previously unseen font, I'm guessing this is Mr Scars' addition rather than Observer or Firebrand. Also I wonder if it's significant that the house they're in appears to be a derelict version of Noah's?

It seems to me that there's some sort of prophecy going on in regards to Noah's family, judging from how Mary is talking, or she's gotten her family in serious trouble with The Order. The change in Milo's voice at the end makes me think he isn't in control of his actions as Mr. Scars, so maybe perhaps all of those in The Collective have split personalities? I liked the scares here in this entry, the dilapidated house was strange and Slendy made some good appearances in this entry, I think the house was in some sort of alternate dimension or timeline (or it's not Noah's house). Though when he cornered Milo it reminded me a lot of the Marble Hornets entry where Tim went to the hospital after Alex attacked him (and who was still roaming around looking for him) and he hid in a room and couldn't stop coughing.
EDIT: Just realized that the final image of the video shows Milo's throat slit, so that might prove my theory on the "changed voices" false.

Apparently his voice is strange IG because of having his throat slit, as shown in the final frame, but I'm not quite sure when that would have happened. I assume that after becoming Mr. Scars, he was sent to 2013, because by then all the things he had accused Mary of had already happened, and for whatever reason the Collective made sure that her body would be found in her submerged car after putting the Cursor tape on her eyes.

I don't think the empty house was Noah's - I think it's likely that the house is Mary's, and was put up for demolition after she went on the run. Milo gets sent back for 120 hours to kill Mary and cover it up. The note from the Observer was odd though - it's very direct, which doesn't seem right. Maybe it's a warning to him after what happened with Noah/Firebrand.

My little Theory on what exactly happened with Milo that i pieced together based on the video:

Milo said that the "last video" was shot on the 30th of april 2010, so he died a few days after that on an overdose ( as stated in "Milos Funeral").
he got revived again by slendy and tried to kill himself a second time by a slit through the throat.
Slendy revived him again after sending him into the "future" (propably before the "obituary video" and the observer gave him the order to kill mary and firebrand used it to his advantage so he can get the money and the other stuff to Noah (The money is propably from marys safe)
Btw, it´s interesting that the gun that milo got is the exact same one that Noah used to shoot at Slendy

The appearance of Slendy in this episode was terrifying. I think possibly the most cringe-worthy scene was the slitting of the wrists. I was totally expecting to see him attempt to do it and then static would appear and then screaming or something, but I was horribly wrong !

I thought the note was weird too! The directness is bizarre to me because that's not something I'd expect them to say but I dunno why. It's very up front and matter-of-fact.

One thing I really enjoyed besides all the information and the scary Slendy appearances... is that I liked the noises just before Slendy would show up, it sounded like an animal. Was scary.

Well for starters, Mr. Scars / Milo sounded like Bev Bighead from Rocko's Modern Life. Listen if you don't believe me, she's the one with the orange hair and green skin.
Could NOT take that seriously even for a moment.
Performance:
Secondly, the acting has reverted to that of the first few episodes. It's unbelievable from every party, and not in a pleasant way. Mary Asher's arm flailing at 11:39, what WAS that? Their dialogue sounds just so half-assed, and it's really sad. The cutting scene was entirely unnecessary. Did we not know that Mr. Scars did this? Self harm in a video like this is offensive. Milo admits that he's Mr. Scars, why show him actually scar himself. In fact, it almost seemed ritualistic and mechanical rather than someone who actually did this. Also, those were some really slow and half-assed cuts. Also, did he really video tape himself cutting? This is not a depressed self-harmer.

Slendy was on-par as usual, I'll never be unimpressed with TribeTwelve's take on this Eldritch Abomination. That being said, I hold TribeTwelve to a higher standard when it comes to visual effects and editing because it's generally lacking in so many other aspects. Why was the gunshot sound so comical looking?There was no blood on the floor, and when the perfect-circle of cherry-red-blood spread, it didn't even seem to spread realistically on the white shirt she was wearing. It shined even. Perhaps we can chock this up to slender-distortion? No, that's being generous and blatantly making excuses for choppy work.
Fixation:
Lastly, it seems that the issue with TribeTwelve for me is that instead of having a new idea in every video, the series likes to pick an item or a date and dwell on it over and over and over again. Like in Hotel Halloween or 11.11.11, we were stuck on those dates for months because Noah was busy? And I mean, that's understandable that Adam would be too busy OOG, but why blow dates like these out of proportion and then dwell on them for months and months if you're going to be this busy? This briefcase business is no different. Same with the fact that Mr. Scars kills Mary Asher, like, it was less like the intense scene that it should have been, and was more like waiting for it to just happen already. Good, now this is done and we don't have to dwell on it happening. Though he probably will.

Let's not forget this iconic scene from "November 11th": Milo/Mr. Scars probably got the gun from the Observer, especially since he's the one that contracted Mary's murder in the first place.
